From the Desk of Superintendent of Police, Sangli.

Sangli District Police Force decided to render excellent services to the community. For this, infrastructural and procedural changes were made. Necessary steps were taken for empowering the force. Impartiality and transparency is ensured in the administration as a whole and especially in transfers and recruitment. Training camps are being organised for the Officers and Constable Officers for enhancing their skills especially leadership qualities, conflict resolution and negotiation skills. Short courses like English speaking, computer education, motor driving and swimming are also being organised followed by 'Atma Darshan' and Yoga classes for their good health. Gymnasium, indoor and outdoor sports articles are provided to all Police Stations. A unique scheme of 'One Village-One Constable' in rural area and One Ward-One Constable in urban areas has been introduced. This scheme has motivated the men in accepting challenges and discharging the responsibilities. They have been empowered to make application enquiries independently and handle petty disputes.

Sincere and successful efforts were made for involvement of community in policing. Saturday is a Public Relations Day in every Police Station and people can visit any police station and know the police functioning as wel as see the Arms and Ammunition. Community oriented schemes like displaying posters, hoardings and street shows about police functioning are being organised. Awareness camps are held at Schools and Colleges for the students and law awareness meetings for women are being conducted.

While making all these reforms it was decided to move further on the lines of ISO 9001:2000. Therefore, timelines were set for each job. Systemisation and standardisation were done by preparing Quality Manual, Procedure Manual, Standard Operating Procedures, Guide Lines and Work Instructions. The Sangli District Police Force as a whole worked with zeal and unity for compliance of these norms and conditions. This all helped in reducing the red-tapism in administration. ISO 9001:2000 Certification of Sangli District Police Force has added a great responsibility on our shoulders. We are committed to render the best services to the community.

COMMUNITY PARTICIPATION IN POLICING

          Need for community Participation in Policing 

•         1.         Understanding and realization that Police alone cannot resolve problem of crime

                       and disorder.

•         2.         Actual inadequacy of traditional crime control & law enforcement mechanism.

•         3.         Constraint of manpower & other resources.

•         4.         To remove the alienation of the society from police.

•         5.         Reintegration with the society as per the present need & circumstances.

•         6.         Growth of complex nature of criminality, socioeconomic  issues  & conflicts &

                      tensions like militancy,  terrorism, naxilism & cast  racial & communal situations.

•         7.         Low accessibility of remote rural areas.

•         8.         To instill & imbibe sense of self discipline, accountability &  responsibility in the

                      masses.

•         9.         To equip the community with basic legal framework of the land & better

                      understanding of police  functions.

 

How it is different from traditional policing

 

•         1.         Unlike working as a regulating law enforcing suppressive govt. machinery of an

                      authoritarian regime it works   as a facilitator, promoter & coordinator for

                      attaining common societal ends for crime control peace and  harmony in an

                      enlightened democratic society.

•         2.         Proactive and Preventive in nature.

•         3.         It is not a incident driven method searching for ad-hoc solutions  based on

                      response but a problem  driven  information based method in  continues search

                      of long term permanent solutions.

•         4.         It discovers & tackles the root cause of the crime disorder &     disharmony in

                      holistic manner & combat through community efforts.

•         5.         Decentralizes the Police bureaucracy by activating the constabulary &    other

                       traditional village level police agencies.

             Implementation of One Grampanchayat One-Constable through Jan-Mangal Din in rural area and One Ward One Constable in Urban area has helped to improve the Leadership qualities of the Constable Officers. The concerned Constable Officer remains in touch with the community and participate in their good programs. This has improved their courage to handle the problems at local level single handedly and has also helped to improve their Public Relations.

This is also changing the attitude of the public towards police and people are actively co-operating the policemen.

As the Constable Officers are empowered to do the Application Enquiry, within their jurisdiction, different minor      disputes are dealt with timely and promptly. This has also enhanced sense of responsibility in them.

It is easy to implement and develop Quality Management Systems in an industry or a business house, as there is a defined concept of customer and product. Professional relations between customer and supplier can be easily expressed in case of an industry as it runs on the economic principles of profit and loss.
