In order to get rid off the red tapism for improving the quality of service delivery we have decided to adapt the International Quality Management System ISO 9001:2000. Based on the need of the organization as well as the needs and expectation of the community at large we have decided to establish and implement the following Quality Policy which will always inspire us to do our best and continue to give the quality of services to the society.

The ISO 9001:2000 quality management system is based on the 8 Quality Management Principles, Process Approach as well as the fundamentals of Plan, Do, Check and Act (PDCA). The Sangli District Police has used these principles for developing effective, unbiased and transparent quality management system. The clause nos. 4, 5 and 6 in the ISO 9001:2000 standard have the Plan approach, while the clause 7 is a Do clause and the clause 8 is a Check and Act clause.

Quality Manual

This describes the quality policy and objectives of the Sangli District Police force as well as describes the various processes employed. The quality objectives are measurable and are in line with the needs and expectations of the society at large from the Police force. The time lines for providing speedy services are also a part of the objectives. The manual also describes in brief as to how the Quality Management System of the Sangli District Police meets the intent of the ISO 9001:2000 standard.

Procedure Manual

The procedure manual meets the mandatory requirements of the ISO 9001:2000 standards as well as describes detailed working methods in the SP office, SDPO offices as well as in the Police Stations.

Standard Operating Procedures (SOP)

The standard operating procedures are established to investigate, detect crime as well as to make charge sheet on the criminal, with intent of improving conviction rate. The SOP also serves the purpose of on-going check of the case papers by the SDPO and even by the Addl. SP in case of sessions triable cases. This is to ensure that all the ingredients of the relevant IPC section are met under which the charge sheet is filed

Guidelines

The guidelines are developed for taking various preventive measures by the police force in the events such as visits of VIPs, Natural Calamities, Riots or processions etc. The intent of guidelines is to carry out the activities in a planned manner to avoid any fire fighting and mis-haps. The guidelines also provide vital inputs on establishing control over situations which are likely to go out of control.

Work Instructions

The work instructions are developed to instruct the operating force and the support staff in the police stations to carry out a particular task ma particular manner so as to get the required results. These are developed for all the sections in the police stations and the SP Office.

Forms and Formats

Forms and formats are very vital part of the system, as the same provide evidence of an activity carried out in accordance with the established system. The retrieval and preservation of records is ensured through the developed system.

The clause no. 5 of the ISO 9001:2000 is based on the "Plan' principle. The commitment of the Top management of the Sangli Police force in meeting the needs and expectations of the society by developing a system, quality policy and objectives providing authority and responsibility to the key personal, deploying the quality policy and objectives across the organization, timely review of the quality management system, progress against the quality objectives, meeting of need and expectations of the society by all the police station in-charge, SDPOs, Addl. SP and the SP is the essence of effectiveness of the Quality Management System to bring in the continual improvement.

The clause no. 6 of the ISO 9001:2000 focuses on the management of various resources required to deliver the services to the public. The resources typically include the police manpower, arms and ammunition, communication facilities and equipment and infrastructural facilities. In order to create a pleasant environment and to speed up the services, the Sangli Police force has standardised all the furniture, filing cupboards, flooring etc. The major resource in the police force is the Policeman himself and in order to make him competent, various plans are in place. There is also a system to measure effectiveness of the training imparted to the policeman. The 5-S principles are implemented to ensure cleanliness and house-keeping and the level of the same is also measured through house-keeping audits on a monthly basis.

The clause no. 7 of the ISO 9001:2000 is based on the principle 'Do' and focuses on providing various services and carrying out crime investigations and detections under controlled conditions as per defined SOP. SOPs are developed to ensure standardization in the services delivered to the society. The system to address the needs of the society and there after taking actions on the same is also a part of this system. The SOP also provide for the objective evidence of carrying out an activity.

The clause no. 8 of the ISO 9001:2000 is based on the principle of "Check and Act", where all the case papers are verified by the concerned officials before the final charge sheet is filed. Unless it is verified that all the ingredients required for filing a charge sheet against a particular section are met, the same is not processed. Any deviation from the requirement is considered as Nonconformity and the same is reported in a non-conformity register kept at every location including the SP office. Based on the observed non-conformities, correction and corrective actions are taken.
